The incident, which took place in early January 2023, has resurfaced with renewed attention after the Australian Department of Foreign Affairs and Trade issued a delayed response to a family complaint more than two years later.

Wayne Harvey, a sixty-nine-year-old Australian expatriate living on the Indonesian holiday island since 2018, was admitted to the Puri Raharja Hospital in Denpasar on Christmas Eve 2022 with suspected appendicitis.

Following surgery, his condition deteriorated due to complications, and medical staff recommended a transfer to the better-equipped Professor Ngoerah public hospital.

The transfer could not proceed because Wayne’s passport, required for the transfer, was missing.

Wayne’s only son, Jake Harvey, who was notified in Australia, immediately sought consular assistance on January 1, 2023, contacting the Department of Foreign Affairs and Trade’s consular emergency centre to request an emergency passport to facilitate the transfer.

Despite repeated calls and emails from Jake explaining that his father was unconscious and critically ill, consular officials declined to issue the document or discuss the case without Wayne’s consent, citing domestic privacy legislation and procedural constraints.

Over subsequent days, Jake provided graphic evidence of his father’s condition and urged officials to contact the hospital directly to seek consent on his behalf, but his messages received limited acknowledgment.

An email sent on January 3 from the consulate described Wayne’s condition as “stable,” in contrast to reports from medical staff and family friends that his health was worsening.

The missing passport remained unlocated until Jake arrived in Bali on January 5, by which time the window for a potentially life-saving transfer had closed.

Wayne died in the original hospital on January 7, 2023.

After his father’s death, Jake’s attempts to obtain a response from the Department of Foreign Affairs and Trade were ignored for more than two years.

In late 2025 the department finally acknowledged the complaint, apologising for communication lapses and accepting that officials had not fully appreciated the severity of Wayne’s condition.

It stated that internal procedural reviews had led to changes in how consular teams communicate with families in emergencies, though it maintained that consular officers had acted in accordance with established procedures and had relied on medical reports provided by the hospital.

The department expressed sincere condolences for the family’s loss and emphasised its commitment to supporting Australians overseas, but it also reiterated that officers are not medical professionals and depend on treating clinicians’ assessments.

Jake Harvey, in response, has described the department’s assertion that it did not comprehend the gravity of his father’s situation as unacceptable, emphasising that his urgent contact with consular services stemmed from a desperate bid to secure the only available option to improve his father’s care.

The case has prompted calls for clearer emergency consular procedures and more responsive support mechanisms for Australians facing critical health crises abroad.
