Specific instances include a sergeant found guilty of inappropriate touching, who contended that the act was consensual due to prior friendly interactions.

Hilton stated that organizations with hierarchical structures and male-dominated leadership have historically shown high levels of sexual harassment.

Though the review will not investigate individual allegations, it promises protections for those who wish to report anonymously.

Approximately 15% of the police force, which totals around 20,000 employees, is expected to participate in upcoming interviews scheduled for May and June.

The review is envisaged to last for 12 months and will be open to all sworn and unsworn employees, including those who have departed the workforce in the past five years.

The findings and recommendations from the review will be made public, with preliminary reports anticipated by the end of the year.

The current review follows a 2020 report from the Law Enforcement Conduct Commission, which indicated an entrenched culture of misconduct within one police division, and a prior assessment in 2019 by Elizabeth Broderick, which pointed out a problematic culture that favored male officers.

Assistant Commissioner Brett Greentree expressed the need for an external review to genuinely capture the sentiments and opinions of police personnel beyond the established internal feedback processes.

Deputy Commissioner Dean Smith underscored the necessity of reassessing the work environment to ensure that the NSW Police Force is an attractive workplace for future candidates.

This review is considered a vital step in reforming the police culture and addressing longstanding issues related to gender-based misconduct in law enforcement.
