Environmental economists involved in the analysis contend that redirecting subsidies and fiscal incentives away from harmful practices could significantly accelerate progress toward climate and biodiversity goals without increasing overall public expenditure.

They argue that clearer alignment between fiscal policy and environmental objectives would send stronger market signals and reduce long-term ecological costs.

The report adds to a broader international conversation about so-called “nature-negative” subsidies, as governments worldwide reassess public spending priorities in light of climate commitments and biodiversity agreements.
