Historic Shift in Australian Parliament as Crossbench Expands

The National Party's exit from the Coalition reshapes the parliamentary landscape, leading to an unprecedented crossbench presence.
The recent decision by the National Party to depart from its Coalition agreement with the Liberal Party has led to a significant shift in the structure of the Australian House of Representatives.

This departure indicates that the crossbench will now mirror the size of the Liberal opposition, with both parties potentially having around 28 members each, while the crossbench could comprise approximately 30 independents and minor party representatives.

This reconfiguration raises questions about the dynamics and functionality of the parliament moving forward.

The transition occurs in the backdrop of Leader of the House Tony Burke having amended standing orders in 2022, which allowed a group of 16 crossbenchers priority access to question time, specifically to the fifth, 13th, and 21st questions.

This was a notable change from the previous Morrison government era, which limited independents’ opportunities to question the government.

David Littleproud, the leader of the National Party, has indicated that he will advocate for enhanced questioning rights for the crossbench, citing the precedent set last term for a larger allocation of questions.

This move has prompted discussions around the appropriateness of resource distribution, as Prime Minister Anthony Albanese suggested that political affiliations or splits should not reward an increase in staffing or questioning power.

He stated that discussions regarding staffing and question allocations are ongoing with leaders from both the Liberal and National parties, as well as with the crossbenchers.

Despite the reshuffle, the National Party confirmed it would maintain shadow spokespeople across key portfolios, including treasury, foreign affairs, and infrastructure, which could complicate opposition dynamics given the multiplicity of spokespersons from the Liberal, National, and Green parties.

Independent MP Andrew Wilkie observed that the growing size of the crossbench could, in theory, allow them to assume opposition roles, suggesting a potential shift in leadership dynamics if the crossbench outnumbers the Liberals.

Such a scenario raises broader questions regarding the historical context of crossbench influence in Australian politics.

Historian Frank Bongiorno noted that the current political landscape is marked by a unique sense of crisis among center-right parties, contrasting with previous splits in 1972 and 1987, which did not reflect similar levels of discord.

This turmoil, according to Bongiorno, makes the present parliament's structure unprecedented.

Former Labor chief government whip Joel Fitzgibbon highlighted that the distribution of parliamentary questions should be proportionate to each party’s representation in the chamber, emphasizing the lack of formal rules governing such allocations.

The ongoing discussions indicate that the approach to question allocation may ultimately reflect the current numbers represented in parliament, as Burke prepares to establish these decisions.
