The long-anticipated fleet of long-distance passenger trains in New South Wales (NSW) is facing extensive delays, with the first train's entry into service now at risk of pushing beyond the worst-case scenario deadline of December 2023. Initially projected to commence operations in January 2023, the project is already over three years behind schedule.

Testing of the first train commenced in late February, but senior officials from Transport for NSW have indicated that the trials will take 'many, many months' and have not provided a specific timeline for when passenger services might begin.

Camilla Drover, deputy secretary at Transport for NSW, acknowledged during a budget estimates hearing that there have been 'significant delays' and stated that she would not commit to a definitive date for the first train’s deployment, noting that the timing would depend on the outcomes of the upcoming tests.

The new long-distance trains are being manufactured at a plant in northern Spain and are intended to service key interstate rail lines connecting Sydney with Melbourne and Brisbane, along with routes to regional centres in NSW.

However, these trains must first gain approval from the national rail safety regulator before they can carry passengers.

An internal assessment by Infrastructure NSW has raised concerns over the management of the project, citing issues of 'poor scoping, cost overruns, schedule delays, and unmitigated risks.' The project's costs ballooned by $826 million to a total of $2.29 billion due to a protracted dispute with the CAF-led consortium responsible for the train construction.

The report noted that the project team had initially outlined several timelines for the first operational train, including 'optimistic,' 'realistic,' and 'pessimistic' estimates.

The worst-case scenario suggested that the first service could commence in December 2023.

As of now, three out of the planned 29 trains have arrived in NSW from Spain, with transport officials anticipating that another six will be shipped later this year.

The project has already missed previous timelines, including the optimistic and realistic estimates for the first passenger service that had been set for September and December of the previous year, respectively.

The dynamic testing process involves trials on both electrified and non-electrified rail networks, as the new bi-mode trains need to operate effectively in both environments.

Drover elaborated that complexities in testing would likely result in the identification of issues requiring resolution and emphasized the importance of thorough testing despite the ensuing delays.

In addition to the current setbacks, the NSW government is engaged in a commercial process aimed at resolving design disputes with the CAF consortium, which has also entered arbitration procedures, currently at a preliminary stage in court.

Transport for NSW has stationed representatives in Spain to oversee the testing activities, and some engineering personnel have traveled to Europe for specialized testing tasks.

As the project struggles to move forward, Transport Minister Jenny Aitchison remarked on the complicated nature of the undertaking and indicated a reluctance to provide new timelines given the previous administration's challenges in realizing the project objectives.

The delays have necessitated an extension of the operational timeline for the aging XPT passenger train fleet, originally intended to be replaced by the new trains.

A $40 million upgrade of the existing XPT fleet is set to commence this month and is expected to take approximately one year to complete.
