The redevelopment of Sydney's old Fish Market site on Blackwattle Bay is set to yield more than 1,500 new homes following the recent finalization of changes to planning controls by the Minns government.

Initially, the site was designated for 1,200 residential units as part of a mixed-use precinct, but the land has now been rezoned to provide additional housing options.

NSW Planning Minister Paul Scully announced that the revised plans reduce the area designated for commercial office space while expanding the allocation for residential apartments.

He emphasized that despite this shift, job creation remains a priority, with the project still expected to generate employment opportunities.

Under the new parameters, the government will mandate that 7.5 percent of the homes be set aside for affordable housing purposes, although the premium location could lead to elevated prices for the market-rate apartments, potentially making them out of reach for average-income families.

Three developers—Lendlease, Mirvac, and Stockland—have been shortlisted to implement the urban renewal project, with their proposals due in July.

The first residential units are anticipated to be completed by 2028. Scully highlighted that the development will not alter existing building height restrictions, which range from six to 36 storeys, and outlined plans for an expansive 1-hectare park at the southern end of the Anzac Bridge, alongside the creation of a 30-metre wide promenade linking Glebe Island Bridge to the new Fish Market.

The timing of this announcement coincides with the unraveling of an alternative housing initiative at Rosehill Racecourse, where plans to transform the site into a mini-city featuring 25,000 homes were halted following a vote against the sale by the Australian Turf Club.

In light of this, Scully stated the government is exploring other options to bolster housing supply throughout the state.

The new housing development at Blackwattle Bay is strategically located near the proposed Pyrmont metro station, although it will not be operational until 2032, creating a gap for early residents.

Scully reiterated the advantages of the site's transport links and employment proximity, while acknowledging the long timeline for infrastructure completion.
