A consortium including John Holland is set to be awarded a significant contract worth between $8 billion and $9 billion for the construction and operation of a portion of Victoria's Suburban Rail Loop (SRL).

This contract marks the largest deal yet for the SRL project, which encompasses a $34.5 billion underground rail line connecting Cheltenham to Box Hill.

The preferred bidder, TransitLinX, comprises John Holland, RATP Dev, Alstom, KBR, and WSP.

The contract will involve building and operating the trains for the line, constructing necessary infrastructure, maintaining the network, and outfitting the tunnels.

Negotiations between TransitLinX and the Victorian government, led by Premier Jacinta Allan, are expected to finalize the contract details by the end of this year.

In the tendering process, a competing group named UrbanLeap, which includes Gamuda Engineering, Keolis Downer, Siemens, AECOM, GHD, Hyundai Rotem, and Downer Rail, was shortlisted but did not secure the contract.

To date, the SRL project has seen the awarding of two tunnelling contracts valued at $3.6 billion and $1.7 billion, respectively.

Two additional contracts to construct stations along the anticipated railway line have yet to be awarded.

Critics of the project, including opposition spokesperson Evan Mulholland, have raised concerns regarding the overall expenditure and the government's priorities.

They point out that rating agencies have advised the Victorian government to rein in spending.

However, a spokesperson for the government maintained that major construction for SRL East is underway, with an estimated 4,000 workers anticipated to be employed by the time tunnelling begins next year.

Despite facing calls from opposition figures for the government to abandon the project, Premier Allan has reiterated that the Suburban Rail Loop enjoys community support and is vital for future transport infrastructure in the region.
