Burwood’s Labor mayor, John Faker, underscored the council’s community-centric approach in a mayoral minute, stating, "Rather than passively accepting the state’s proposed provisions, we are actively engaging with the community."

However, the council’s alternative proposal has sparked dissent among residents who argue that it unfairly burdens less well-connected regions while preserving historically significant federation and interwar homes near the station.

Tensions peaked when residents were threatened with fines for displaying pro-TOD banners outside their homes.

Despite four banners being vandalized, the council clarified they would refrain from issuing penalties after determining the signs violated planning codes.

Van Nguyen, a member of the TOD for Croydon advocacy group, expressed frustration at what she perceives as an infringement on the freedom to protest.

"It really makes us angry that we can’t protest on our own properties," Nguyen remarked, highlighting the presence of Burwood Council signs opposing the TOD plan.

A petition spearheaded by Nguyen, garnering over 530 signatures, calls for the state government to dismiss the council’s alternative and reinstate the original TOD provisions, emphasizing the broader housing crisis that surpasses individual council capacities.

Adding to the controversy, Justin Simon, chair of the Sydney YIMBY (Yes In My Back Yard) development group, accused Burwood Council of selectively enforcing planning laws to suppress pro-TOD sentiments.

"There were anti-TOD petitions up for weeks in a prominent position next to Croydon station that nobody took down, so clearly there’s selective enforcement happening here," Simon said.

This conflict not only highlights the clash of urban development ideologies within the council but also illustrates the broader challenges facing Sydney as it navigates growth and heritage preservation.

As Croydon grapples with these competing visions, the suburb finds itself at the heart of a debate with implications reaching far beyond its borders.
