The Sydney Metro West project, a major rail line connecting the Sydney Central Business District to Parramatta, is facing potential cost overruns beyond its established budget of $25.3 billion, according to analysis presented to the New South Wales government.

During a recent parliamentary hearing, Peter Regan, the chief executive of Sydney Metro, acknowledged that various outcomes could affect the final costs, although he confirmed the project is currently tracking within budget.

Regan stated, "I’m aware that there is, of course, a range of outcomes on the project, some of which are above and some of which are below the budget." Despite the budgetary concerns, he maintained that the Metro West remains aligned with the projected financial parameters.

Part of Sydney's expanding metro network, the 24-kilometre Metro West line is expected to be completed by 2032, which marks a two-year delay compared with earlier estimates.

The final design of the project is contingent upon an upcoming vote on April 3, where members of the Australian Turf Club will decide on plans to sell Rosehill Racecourse to enable the construction of 25,000 additional housing units and an extra metro station.

The project faces additional challenges as the completion timeline for the metro rail extension between Sydenham and Bankstown has experienced delays, while the line connecting to Western Sydney Airport, initially scheduled to open in 2027, may also see a postponement of up to six months.

Transport Minister John Graham acknowledged the pressing timelines and indicated that the government receives regular updates regarding potential risks associated with the airport project.

Regan cited several difficulties that have impacted the airport line, including industrial actions and supply chain disruptions, which may alter the anticipated completion date.

He noted, "The program for that project was very tight from the start," referencing the tight deadlines set when the contract was finalized in late 2022 amidst significant supply chain pressures.

In recognition of the mounting construction costs, the New South Wales government allocated an additional $1.1 billion in late 2023 specifically for the conversion of the heavy rail line between Sydenham and Bankstown to metro standards.

This adjustment has escalated the overall expense of the M1 line, extending from Chatswood to Bankstown, to $21.6 billion—nearly double the initial estimate of $12 billion made at the project’s inception in the last decade.
