An investigation by Building Commission NSW has unveiled that over 750 tradesmen operating on construction sites in New South Wales acquired fraudulent qualifications from a criminal syndicate.

The operation involved impersonating legitimate training providers and selling forged certifications at prices ranging from $2,500 to $8,000.

This issue was brought to light after a tip-off from NSW Police in December 2023 led to the establishment of an investigative unit, Strike Force Artemis, that uncovered a wider network facilitating this illicit trade.

The current regulatory framework, which allows for the licensing of tradesmen based on qualifications, has been severely compromised due to the prevalence of these fake credentials.

Despite the gravity of the situation, as of April 2024, the commission has only cancelled 63 high-risk licenses and communicated intentions to cancel an additional 193.

Hundreds of tradesmen with licenses obtained through fraudulent means are still operating, raising concerns about the safety of construction work performed by these individuals.

The Australian Skills Quality Authority (ASQA) had previously annulled qualifications awarded by DSA Ventures, a training provider found to have a grossly inadequate assessment model.

In December 2023, ASQA terminated DSA's registration, highlighting that none of the former students could demonstrate they received the necessary training.

The investigation has revealed that various trades were affected, including builders, carpenters, electricians, and plumbers.

The Building Commissioner, James Sherrard, noted that the prevalence of unqualified workers is not only a potential safety hazard but also financially burdensome to homeowners and the state, with defect-related costs estimated at $700 million annually.

Former Building Commissioner David Chandler indicated that concerns regarding fraudulent qualifications have been raised for over a decade, suggesting that the number of fake certifications could potentially reach into the thousands.

Some industry representatives have described the situation as "out of control," with many tradesmen admitting to purchasing qualifications.

Redacted ministerial briefings indicate that the influx of fraudulent license holders in the sector has been kept under wraps by the government.

The regulatory body’s ongoing assessment of license holders aims to address those who may have used invalid qualifications, though the process is expected to be lengthy and complex.

The surge in fraudulent qualifications has correlated with changes in federal immigration policy, which has eased requirements for certain trades to qualify for permanent residency, thereby increasing incentives for private training providers.

Reports estimate that up to one-third of license holders might have acquired their qualifications through illegitimate means, including the practice known as "cash for quals."

ASQA has disclosed it is managing over 190 serious matters, most involving allegations of fraud linked to bogus qualifications and inadequate training practices.

Recent measures taken by ASQA include the cancellation of registrations for multiple training colleges involved in dubious qualification issuance.

Concerns around the qualifications framework have also been echoed by industry leaders, who have voiced the need for enhanced competency assessments as a baseline standard for all credentials.

Affected training institutes have reported negative financial and reputational impacts as a result of the fraudulent practices, with calls for greater vigilance among both providers and clients to combat the crisis in vocational training.
