UK Parliament Launches Inquiry into AUKUS Partnership Amid Geopolitical Concerns

The Defence Committee scrutinizes the AUKUS agreement's alignment with evolving global dynamics
The British Parliament's Defence Committee has initiated an inquiry to evaluate the status of the AUKUS partnership, focusing on its trajectory in light of recent geopolitical shifts.

The inquiry aims to assess the $368 billion trilateral security agreement between Australia, the United States, and the United Kingdom, which was first announced in September 2021.

David Andrews, a senior policy adviser at the National Security College at the Australian National University, emphasized that there is no current indication that the inquiry might recommend the UK withdraw from the AUKUS program.

The AUKUS agreement is structured around two main pillars, including the procurement of eight nuclear-powered submarines, designated SSN-AUKUS.

The first five submarines are expected to be delivered by the mid-2050s, while the remaining three are anticipated to be completed in the 2060s.

According to Andrews, this inquiry will provide a timely opportunity for the UK to assess the progress and challenges associated with the AUKUS initiative, highlighting its implications for national security and regional stability.

The Defence Committee's review is seen as a means of ensuring effective management and delivery of the AUKUS program, considering the significant challenges and risks presented by the current geopolitical landscape.

This includes examining the appropriateness of the UK government's processes and accountability structures, as well as how proposed reforms to export control laws may affect technological collaboration among the AUKUS partners.

Andrews noted that both Conservative and Labour governments in the UK have shown support for AUKUS due to its potential economic benefits, thereby motivating a thorough assessment of the program's implementation.

Additionally, the UK is concurrently developing its new Strategic Defence Review, alongside a separate report into AUKUS overseen by Sir Stephen Lovegrove, appointed as the UK government's AUKUS adviser.

The Australian Submarine Agency has acknowledged the ambitious nature of AUKUS, reaffirming the significance of collaborative efforts among the three partner nations.

The Agency expressed appreciation for the Defence Committee's engagement in providing insights and underscored the bipartisan support within the UK for the strategic advantages of the AUKUS partnership.

The Defence Committee has invited submissions of written evidence regarding the inquiry, with a deadline of May 30. Following this period, hearings based on these submissions are expected to take place, culminating in a report that will be released by the government, which may include responses to the committee's findings and recommendations.
