The Goulburn Street car park, often criticized for its unappealing brown brick façade, has been the subject of multiple unsuccessful proposals for redevelopment over the years.

Commonly referred to as Sydney's 'ugliest building,' the site has evoked comparisons to an 'abandoned Soviet hospital.' Various plans aimed at revitalizing the structure, such as converting it into a public high school or creating a green building adorned with vegetation, have failed to materialize.

Previous ideas including a rooftop bar featuring contemporary dance and live music were abandoned, with local officials citing high costs.

In an unexpected twist, a spontaneous installation of city life photographs by a group of photographers brought some unplanned transformation to the derelict site.

However, significant change may soon be underway, as the City of Sydney is contemplating the possibility of relinquishing its long-term lease on the car park, which extends until September 2060. Under this proposal, the site could be made available to the state government for the construction of housing aimed at essential workers.

Labor deputy lord mayor Zann Maxwell has initiated a motion to explore offering the lease back to the government under 'favourable terms.' In response, Transport for NSW and the Transport Asset Manager of NSW, which oversees the rail assets in the region, have expressed willingness to engage in discussions regarding the future of the site.

A spokesperson for Transport for NSW emphasized the site's potential for providing well-located housing and contributing to state housing targets, noting that it was included in a 2022 rezoning application for the Central Station area that proposed several development ideas.

Historically, the City of Sydney has retained its lease despite an offer from Property and Development NSW in 2018 to purchase it for $75 million, which was declined, primarily due to the approximately $8 million in annual revenue generated from the car park operations.

Deputy Lord Mayor Maxwell mentioned ongoing efforts to seek alternative solutions for the site, highlighting its underutilization and potential for development.

However, building atop the existing train tracks, which run beneath the car park, poses significant engineering challenges, particularly in ensuring structural integrity in the event of a train derailment.

Preliminary engineering assessments have indicated that demolishing the car park would not impact the rail corridor below, which could facilitate future construction.

Maxwell affirmed the need for any redevelopment to prioritize affordable housing, expressing a readiness to negotiate with the state government to transform the currently dormant site into a beneficial community asset.
