In an unprecedented move for a Labor minister, Housing Minister Clare O'Neil has publicly criticized the regulatory landscape surrounding home building in Australia, asserting that the current framework has rendered new housing developments economically unfeasible.

O'Neil's remarks come in the context of a growing housing crisis that has left many Australians, particularly younger generations, feeling disenfranchised by the system.

O'Neil has highlighted that planning and construction regulations are primarily managed by state, territory, and local governments, leading to an accumulation of regulatory hurdles.

"It's just too hard to build a house in this country," she stated, emphasizing the challenges facing builders in the construction of affordable housing, which is particularly pressing for first home buyers.

The minister traced the roots of the housing crisis to what she described as "40 years of unceasing new regulation," suggesting that while individual regulations may serve legitimate purposes, their combined effect has created a complex web of requirements that stifles new construction.

O'Neil stated, "If we're going to tackle the fundamental problem — that Australia needs to build more homes, more quickly — we need to make a change."

The federal government has set ambitious goals, including a commitment to facilitate five percent deposits for first home buyers and to construct 100,000 homes exclusively for this demographic.

Furthermore, the government aims to deliver 1.2 million new homes by 2029, necessitating an average of 240,000 new dwellings each year, a target regarded by many as overly optimistic.

A recent report from the Productivity Commission revealed that productivity in Australia’s housing construction sector has diminished significantly, with the number of houses built per hour worked dropping by more than half over the past 30 years.

Productivity has also decreased by twelve percent during the same period, indicating systemic inefficiencies.

Amid a contentious backdrop of community resistance and political fallout over previous housing plans, Ku-ring-gai's proposal includes the construction of high-rise buildings up to 28 stories near major transport hubs, offering more homes than anticipated by the government's existing framework.

Premier Chris Minns has prioritized housing development, unveiling plans in 2023 to rezone land for increased density around transport corridors, claiming the potential for 170,000 new homes.

However, Ku-ring-gai Council's unanimous support for its counterproposal may signal a shift in local government approaches to state housing mandates.
